Cyber Power Unmappable: A New Reality in Global Politics

Özet

The rise of cyber power is disrupting traditional power maps in global politics. This paper aims to analyze how major powers have expanded their spheres of influence thanks to their cyber operational capabilities, through a comparative study of China, Russia and the United States. While China and Russia leverage their authoritarian regimes to advance their cyber capacities, democratic United States builds its cyber power on different premises. The study will contrast the cyber power components of the three actors across technical capabilities, industrial infrastructure, human capital, legal/ethical constraints and political/military operational doctrines. Authoritarian regimes seem to have an edge in fully utilizing cyber power without ethical limitations but US's vibrant tech innovation and flexible public-private partnerships unlock different opportunities. The comparative analysis shows that great power competition has assumed new dimensions in the cyber domain, leading to radical transformations in traditional power balances. As geographical boundaries are rendered meaningless in the interconnected networks of cyber space, major powers are redrawing the global map around new strategic hubs of cyber power from Beijing to Moscow and Silicon Valley.
