Tesis yeri seçimi stratejik kararlar arasında öncelikli ve önemli bir yer tutmaktadır. Tesisin
kuruluş aşamasında atılacak hatalı adımların telafisi katastrofik boyutlarda maliyetlere sebebiyet
verebilir. Nitekim 7/24 kesintisiz bir hizmet sürecinin sunulması gerektiği sağlık tesislerinde kuruluş
yeri seçimi, tesisin sürdürülebilirliği, etkinliği, hasta memnuniyeti ve toplum sağlığına katkı sağlama
potansiyeli açısından hayati öneme sahip stratejik bir karardır. Bir dizi farklı kriterin etkisi altında alınan
tesis kuruluş yeri seçimi kararları çok kriterli karar verme yaklaşımlarının da odak noktasıdır. Bu
çalışmanın amacı da sağlık tesisleri kuruluş yeri seçimini etkileyen kriterleri tespit ederek göreceli
ağırlıklarını ve önem derecelerini belirlemektir. Bu kapsamda literatür taraması sonucu belirlenen yedi
farklı kriter çalışmaya dahil edilmiştir. Kriterlerin ağırlıklarının ve önem derecelerinin belirlenebilmesi
için çok kriterli karar verme yöntemlerinden biri olan Bulanık Analitik Hiyerarşi Süreci (BAHS)
yaklaşımı kullanılmıştır. Analiz sonuçlarına göre; sağlık tesisleri kuruluş yeri seçimi sürecinin en önemli
ve öncelikli kriterleri sırasıyla %36,22 ağırlık ile “Yatırım maliyeti”; %18,91 ağırlık ile “Altyapı
imkanları”; %14,25 ağırlık ile “Ulaşım kolaylıkları ve konum” olarak tespit edilmiştir. Önem düzeyi ve
öncelik sıralaması en düşük kriter ise %4 ağırlık ile “Çevresel faktörler” olarak bulunmuştur. Bu
doğrultuda sağlık tesisleri kuruluş yeri seçiminde öncelikli olarak yatırım maliyeti, altyapı imkanları ve
ulaşım kolaylıkları dikkate alınmalıdır. Yatırım maliyeti; arazi satın alma, bina inşası, ekipman tedariki
ve diğer ilgili harcama kalemlerinin tamamını içeren bütçe planlamaları sonucu oluşturulmalıdır.
Nitekim sağlık tesisinin elektrik, su, doğalgaz gibi temel altyapı hizmetlerine kolay erişimi olması bir
diğer önemli husustur. Ayrıca hastaların ve personelin rahatlıkla ulaşabileceği bir konumda olması,
toplu taşıma araçlarına erişim, ana arterlere yakınlık ve hasta nakil imkanları gibi durumlar da seçim
sürecinde göz ardı edilmemelidir.
Facility site selection has a prioritized and important place among strategic decisions. The
compensation of the wrong steps to be taken during the establishment phase of the facility may cause
catastrophic costs. As a matter of fact, in healthcare facilities where a 24/7 uninterrupted service process
must be provided, the choice of facility location is a strategic decision of vital importance in terms of
the sustainability, efficiency, patient satisfaction and the potential to contribute to public health. Facility
site decisions, which are made under the influence of a few different criteria, are also the focus of multicriteria decision-making approaches. The aim of this study is to identify the criteria affecting the site of
establishment health facilities and to determine their relative weights and importance levels. In this
context, seven different criteria determined because of the literature review were included in the study.
Fuzzy Analytical Hierarchy Process (F-AHP) approach, which is one of the MCDM methods, was used
to determine the weights and importance levels of the criteria. According to the results of the analysis,the most important and prioritized criteria of the health facility site of establishment selection process
were determined as "Investment cost" with a weight of 36.22%, "Infrastructure facilities" with a weight
of 18.91%, "Transportation facilities and location" with a weight of 14.25%. The criterion with the
lowest importance level and priority ranking was found as "Environmental factors" with a weight of 4%.
In this direction, investment cost, infrastructure facilities and transportation facilities should be taken
into consideration in the selection of the location of health facilities. Investment cost should be formed
because of budget planning including land purchase, building construction, equipment supplies and all
other related expenditure items. As a matter of fact, easy access of the health facility to basic
infrastructure services such as electricity, water and natural gas is another important issue. In addition,
a location that is easily accessible to patients and staff, access to public transport, proximity to main
arteries and patient transport facilities should not be ignored during the selection process.
