Özet

Bu çalışma, Türkiye’de modernleşmenin ekonomi politiğini, bürokrasi–toplum ekseninde şekillenen yapısal bir gerilim üzerinden ele almaktadır. Tanzimat’tan itibaren devlet mer- kezli reformlar, bürokrasiyi modernleşmenin hem öznesi hem de taşıyıcısı hâline getir- miş; Cumhuriyet döneminde bu rol daha da kurumsal bir kimlik kazanmıştır. Modernleş- me sürecinin siyasal kurumların dönüşümünden ibaret olmadığı; aynı zamanda ekonomik yapı, sınıfsal konumlanmalar ve toplumsal talepler tarafından belirlendiği vurgulanmak- tadır. Bu bağlamda araştırma, bürokratik elitlerin bu süreçte oynadığı dönüştürücü ve zaman zaman dışlayıcı rolü, toplum kesimleriyle kurdukları ilişki biçimlerini ve ekonomik politikalara yansıyan sınıfsal yönelimleri incelemektedir. Elde edilen değerlendirmeler, Türkiye’de modernleşmenin tarihsel olarak bürokratik rasyonalite ile toplumsal ihtiyaçlar arasındaki yapısal uyumsuzluğa dayandığını; bunun da devlet-toplum ilişkilerinin güncel biçimlerini anlamada temel bir anahtar işlevi gördüğünü göstermektedir. Böylece ma- kale, modern Türkiye’nin siyasal gelişiminde bürokrasinin hem süreklilik hem de çatışma kaynağı olarak taşıdığı merkezi konumu yeniden düşünmeyi amaçlamaktadır.
This study examines the political economy of modernization in Turkey through the structural tension that emerges between the bureaucracy and society. Since the Tanzimat period, state-centered reforms have positioned the bureaucracy as both the agent and the vehicle of modernization, a role that became even more institutionalized during the Republican era. The analysis emphasizes that modernization is not limited to the transformation of political institutions; it is simultaneously shaped by economic structures, class configurations, and societal demands. In this context, the research explores the transformative—and at times exclusionary—role played by bureaucratic elites, the forms of interaction they developed with different segments of society, and the class-based orientations reflected in economic policies. The findings indicate that modernization in Turkey has historically rested on a structural mismatch between bureaucratic rationality and societal needs, a dynamic that remains central to understanding contemporary state–society relations. Thus, the article seeks to reconsider the pivotal position of the bureaucracy as both a source of continuity and a site of conflict in the political development of modern Turkey.
