Özet

System Operational Effectiveness (SOE) assessment is an important process in a project's lifecycle; however there is no single universal measurement technique. This paper develops a Bayesian Network model for SOE assessment to validate the relationships between system elements and their developments over time. Moreover, this BN model can be used to diagnose the problematic subsystems as well as their affects on the overall SOE once a system fails. For this study, an algorithm is developed to trace the problematic elements for a given system failure, so that these elements can be reviewed and designed to be more effective, increasing the overall SOE.
