ABSTRACT

Problem of the Study:

Today, health systems are undergoing a significant transformation driven by digitalization and artificial intelligence-based technologies. Whether this transformation occurs homogeneously across countries in terms of artificial intelligence-related investments constitutes a fundamental research problem.

Purpose of the Study:

The aim of this study is to examine the trends in artificial intelligence investments in the health sector within the framework of OECD data and to evaluate these investments from a health economics perspective, providing an assessment of how they differ according to countries’ levels of economic development.

Method:

This study utilizes secondary data obtained from the OECD Artificial Intelligence Database and relevant international reports. The analysis covers artificial intelligence venture capital investments for the period 2012–2025 and examines sectoral distribution in the health sector, specifically including healthcare, pharmaceuticals, and biotechnology. The study evaluates the development of AI investments through time-trend analysis and comparative sectoral analysis.

Results:

The findings indicate a significant increase in artificial intelligence investments after 2010, particularly accelerated by the COVID-19 pandemic. The health sector is one of the main areas where AI investments are concentrated, with notable developments in healthcare services, pharmaceutical development, and biotechnology applications. However, when Turkey’s data is examined, venture capital investments in healthcare-related artificial intelligence remain significantly limited compared to global levels, suggesting the need for increased national investment.
