Özet
Policy makers and researchers are conducting many studies on the most effective solution for the
efficient use of resources allocated to health and the cost-effective management of health services. This
study aims to evaluate the problems in the Turkish healthcare system and the possible solutions to these
problems. The study uses a descriptive approach to analyze the current situation of the Turkish health
system, using data on the health system and health expenditure between 2003 and 2023. The study
identifies the policies that have been implemented to improve the coverage of social insurance, to ensure
the effective use of public health expenditure, to reduce the share of out-of-pocket health expenditure,
and to remove barriers to access to health services. Although important steps have been taken in
reforming the Turkish health system, particularly in the area of social protection, there are still areas
that need to be improved to achieve the global goal of universal health coverage.
