Civil society plays an important role in minimizing damage and loss of life during and after a disaster. The missions and visions of civil society and public institutions/organizations include the steps to be taken before, during and after the disaster and to reduce the damages of the disaster. In this study, first of all, the role of civil society in disasters is discussed. Then, the relationship between social assistance, solidarity and civil society was discussed. The mission and visions of the 5 most important NGOs were subjected to content analysis within the qualitative research. With reference to the limited literature, the existence of civil society and non-governmental organizations in disasters in Turkey is sociologically evaluated. How civil society affects social assistance mechanisms in disasters, at what points they cooperate with public institutions/organizations and at what points, the active role of nongovernmental organizations in providing social assistance in the disaster process has been explained and the mission and vision statements of NGOs before, during and after the disaster have been analyzed. analysis was made. According to the result; While the concepts of cooperation and coordination come to the fore in the context of the mission of the NGOs, in the context of the vision; It is seen that the concepts of resilient society and valuing people are at the forefront in disasters.
